After the visit of the Cabinet Mission, independence of the country became a certainty, and a Constituent Assembly of India was formed to draft a Constitution for the country. There was no further need for agitations and struggles, and the nationalists started to plan and implement programmes to take the new nation forward.
One of the most important of their objectives was the realization of Gandhiji’s Gram Swaraj progrmm. Congress Governments which came to power in 1946 commenced to implement it through a scheme called “Firka Development Programme”. NetturP was personally selected by Sri Prakasham, then Chief Minister of Madras Presidency, to be in charge of one of the first “Model Firka”s in the state.
With the cooperation and full involvement of the public, NetturP was successful in implementing the scheme in a fully satisfactory manner in Thalassery. Activities taken up included construction of rural roads, opening of libraries and schools, welfare of women, education in public health and hygiene, prohibition, propagation of mother tongue and economic equality. propagation of Hindi, provision of employment of opportunities, including in Khadi and handloom sectors, etc. The successful implementation in the “Model Firkas” led to expansion of the scheme to all over the state. This scheme was later implemented all over the country as “Block Development Scheme”, which continues even today.
